You can absolutely partially transform; Javora half-transforms all the time! But, like much of the other rules with the powers, you need to practice for a while to do more advanced tricks like that successfully. If a character attempts to transform partway prior to getting their skill level to a certain point, they can be stuck halfway between transformations for a bit.
