1. Yes, eventually even the adopted will be able to achieve the forms of those labeled as "beasts" in the bestiary. But this is an advanced level of the magics that Javora has lent to the Adopted, it will take time, effort, and intention to reach that. The further it is from their original beast form (human in this case) the more difficult the transformation would be.
2. Yes, there are limitations. The Adopted can eventually transform into any beast they have seen first and only perform the abilities of that creature they have witnessed personally. So, while they can transform into a Silver Dragon and breathe fire because they have seen both, they cannot harness the beast's magic since they did not witness it, nor turn into a different variety of dragon (red, blue, so on). As for size, we just ask for what's reasonable. Think large truck or a small house at most. If the adopted really want to push to a larger size category, there could be consequences.
