It's information we need to keep track of, thus it's something we need established on the app. If you know you'd like your character to gain powers later on down the line, still select the "on credit" option and just make a note that their powers won't manifest until [insert whatever period of time you were thinking for this]. Unfortunately the fae are quite tricky and don't accept alternate methods of payment besides IOUs.

We will not be having a rewards system that the mods will be keeping track of. Some events may allow for item (re)gains, for free. And some TDMs will feature an NPC that sells various things, including power ups. There will be a list of things you can trade for these items, but they will all be IC things as opposed to "trading" a certain number of comments you've made for the item.
